What is a Fleet Owner?
A fleet owner is a company that owns a portfolio of vehicles and leases them to operators such as Amazon DSPs, last-mile delivery companies, or other commercial businesses. Fleet owners do not typically operate delivery routes themselves — they provide the vehicles and manage the asset lifecycle while lessees handle day-to-day operations.
From a violation management perspective, fleet owners face a unique challenge: as the registered owner of the vehicle, all violation notices are mailed to them — even though the lessee was operating the vehicle when the ticket was issued. Under VTL 239, fleet owners can transfer liability to the lessee for violations during the rental period, but only with proper documentation of rental windows.
