The violation back office
for delivery fleets.

The ticket from Tuesday’s route surfaces weeks later, on a van that already went back to the rental lot, and nothing on it says who held the keys that day. Give us the plate list. We find what the city wrote, date every item against the window the van was yours, and hand you one queue and one invoice.

Clear Plates is a fleet violation management platform built for commercial fleet operators, Amazon Delivery Service Partners, and vehicle leasing companies in New York City and Philadelphia. In New York City the platform automatically scans official city violation databases every night across DOF, OATH/ECB, and BIC to identify parking, camera, idling, and environmental violations tied to fleet vehicles. In Philadelphia the Clear Plates team pulls PPA parking and camera citation records for registered plates, including Roosevelt Boulevard speed cameras, and places every citation on a penalty escalation timeline. Clear Plates assigns liability to the responsible party by matching violation dates against driver assignments and rental windows, tracks escalation deadlines to prevent fines from doubling, and enables bulk payment through Stripe. NYC issues 16.1 million violations per year generating $1.088 billion in fines, Philadelphia has issued more than 1.2 million Roosevelt Boulevard camera citations since 2020, and a single $115 parking ticket can exceed $1,000 within 100 days through automatic late fees, default judgments, boot fees, and tow charges. Both the NYC Commercial Fleet Program and the PPA Fleet Program require a fleet to clear its outstanding violations before an application is approved. Clear Plates pricing starts at $295 per month for fleets up to 50 vehicles.

$30,695 across 30 vans, and $2,535 of that is already in judgment. That judgment total is what puts you over the tow line.

Fleet programs

New York and Philadelphia will each put your whole fleet on one bill instead of chasing you summons by summons. Getting in means paper applications, eligibility rules, and a clean balance first. Clear Plates is the operator that gets fleets through it.

Official program
NY

Commercial Fleet Program

NYC Department of Finance

Enrolled fleets get consolidated violation billing and online hearings instead of a stack of summonses and a trip to a hearing office. The regular program is open to any business that owns or leases commercial vehicles in the city, with no commercial plate requirement.

  • One consolidated bill for the fleet
  • Hearings handled online instead of in person
  • Open to any business that owns or leases commercial vehicles

Before you can enroll

  • Zero outstanding non judgment debt on the fleet
  • A paper application, plus forms spread across several city pages
  • A lease rider for any plate not registered in your business name

Three programs, one enrollment

  • Regular Fleet Program. Consolidated billing and online hearings for any business that owns or leases commercial vehicles in NYC. Open to every fleet, no commercial-plate requirement.
  • Stipulated Fine Program (SFP). Adds the discounted fines on common parking codes. Requires commercial plates and that your fleet makes deliveries.
  • Commercial Abatement Program (CAP). Same discounted fines, but for fleets doing pick-ups and service calls instead of deliveries.
Official program
PA

PPA Fleet Program

Philadelphia Parking Authority

Every parking ticket written against your vehicles rolls into a single monthly invoice with a 30 day window to pay or contest it, instead of separate citations chasing separate drivers and addresses.

  • One monthly invoice for the fleet
  • A 30 day window to pay or contest what is on it
  • Fleet questions go to the program desk, not the general violations branch

Before you can enroll

  • A minimum of 5 vehicles
  • Every plate registered to the company, not to a driver
  • All outstanding tickets across the fleet resolved before approval

Two tracks, one program

  • Commercial Fleet. Trucks, vans, and delivery vehicles operating across Philadelphia. Open to contractors, rental and leasing companies, taxi/limousine operators, and government agencies with 5+ qualifying vehicles.
  • Sedan Fleet. Same enrollment and consolidated billing, but for fleets of passenger sedans rather than commercial-classified vehicles.

Fleet questions go to PPAFleetProgram@philapark.org or 215-683-9634, not the general violations branch.

Both cities make you clear the balance first.

That is the part we already do. In New York we find what is open across DOF, OATH / ECB and BIC. In Philadelphia our team pulls the PPA citations for your plates. Then we clear them, so the application does not come back rejected over a ticket nobody knew about.

Common questions

The things fleets ask before they hand over a plate list.

How does Clear Plates find my fleet's violations?

We connect directly to the official violation records in both markets we cover. In New York City, Clear Plates automatically scans DOF (parking and camera), OATH/ECB (idling and environmental), and BIC datasets every night. In Philadelphia, Clear Plates tracks PPA parking and camera citations for your registered plates and keeps their penalty escalation timelines current. You do not need to check each plate manually.

What size fleet do I need to use Clear Plates?

Clear Plates works for fleets of all sizes. Our Starter plan covers up to 50 vehicles, and we scale up from there. Even a 10-vehicle fleet can save hours of manual lookup time each week.

I lease vehicles. Can Clear Plates separate my violations from the vehicle owner's?

Yes. This is one of the core problems we solve. Set your rental windows per vehicle and Clear Plates automatically filters to show only violations that occurred during your period of responsibility. Anything outside your window is clearly separated.

How is this different from looking up violations manually?

Looking up violations manually requires you to search one plate at a time across multiple city databases. Clear Plates scans your entire fleet overnight, matches violations to drivers, tracks penalty escalation deadlines, and gives you exportable reports. What takes hours manually takes seconds here.

Is there a contract or can I cancel anytime?

All plans are month-to-month with no long-term commitments. You can cancel anytime from your billing settings, and your access continues through the end of your paid period.

How long does it take to get set up?

Most fleets are up and running in under 10 minutes. Create your account, add your vehicles (or import via CSV), and Clear Plates starts scanning immediately. Your full violation history is typically available within the first sync cycle.

Is my fleet data secure?

Yes. All data is encrypted in transit and at rest. Payments are handled through Stripe, a PCI-compliant processor, so we never see or store card details. Each organization's data is fully isolated. See our security page at clearplates.com/security for full details.

Which cities does Clear Plates cover?

Clear Plates covers two markets: New York City and Philadelphia. In New York City we cover DOF parking and camera violations, OATH/ECB hearings including idling, and BIC business violations. In Philadelphia we cover PPA parking and camera citations, including Roosevelt Boulevard speed cameras, with penalty escalation tracking on every citation.

How does Clear Plates work in Philadelphia?

Clear Plates tracks PPA parking and camera citations tied to your registered plates, including Roosevelt Boulevard speed camera enforcement. Every citation is placed on a penalty escalation timeline so you can see what it costs today and what it costs if you wait. Clear Plates also resolves outstanding citations, which matters because the PPA Fleet Program requires every open ticket across your fleet to be cleared before enrollment is approved.

Hand us the plate list.

We will show you the open balance in the city you actually run, where each item sits on its clock, and which ones landed inside the window you held the van.
