What Is the NYC Commercial Fleet Program?
The NYC Department of Finance runs three related fleet programs. All three give qualifying businesses a dedicated online portal, consolidated weekly violation reports, and a single monthly bill. Two of them — the Stipulated Fine Program and the Commercial Abatement Program — also offer reduced fines on eligible violation codes in exchange for waiving the right to contest those tickets at a hearing. Any business with at least one commercial vehicle that wants consolidated online violation management.

Who Qualifies for the NYC Commercial Fleet Program?
The Fleet Program is open to businesses that own or lease commercial vehicles in NYC, but there are specific eligibility rules — and a cleanup window — before enrollment can take effect. Source: Fleet Program Initial Application (PDF).
Commercial license plates required for SFP and CAP
Only vehicles with commercial license plates can be enrolled in the Stipulated Fine Program or the Commercial Abatement Program. The Regular Fleet Program is available for any business vehicle.
Judgment debt must be resolved
All judgment debt (tickets that have gone into default) must be paid in full or enrolled in a payment plan before enrollment takes effect.
Non-judgment debt must be paid in full
Any unpaid tickets not yet in judgment must be resolved — paid, dismissed at hearing, or otherwise cleared — before the Fleet Program agreement becomes effective.
30-day cleanup window after application
After DOF receives your application, they will send a bill listing your outstanding summonses. You have 30 days from the date of that bill to resolve them (pay, schedule and complete hearings, or enroll in payment plans).
The Real Value
How Much Can You Save With the Stipulated Fine Program?
The Stipulated Fine Program and Commercial Abatement Program use a published fee schedule with two zones: Other Areas and Manhattan 96th Street and Below. Each zone has a standard fine amount and a discounted “Program Timely Payment Rate” that applies when enrolled fleets pay on time.
Not every violation code gets a discount — fire hydrant, bike lane, and red light camera tickets, for example, stay at full price. But the codes that most commonly hit delivery and service fleets are often discounted by 40% or more. Here are some of the biggest reductions from the current schedule (NYC DOF Stipulated Fines Fee Schedule, effective January 5, 2026).

Every violation code in the current Stipulated Fine and Commercial Abatement Program fee schedule. The “Program Timely Rate” columns are the discounted amount enrolled fleets pay when they pay on time. Codes where the fine and rate are identical do not receive a discount.

The Process
How Do I Apply for the NYC Commercial Fleet Program?
Enrollment is a paper application that DOF processes by email or mail. Expect the full process to take a few weeks from the time you submit the application through the 30-day cleanup window for outstanding violations.
Gather required documents
DMV registrations for every vehicle being enrolled, your business certificate or certificate of incorporation or LLC certification, and a Fleet Program Lease Rider if any plates are leased and registered in a different owner's name.
Resolve outstanding violations
Eligibility requires zero outstanding non-judgment debt and any judgment debt to be in a payment plan. Resolve open violations before or during the application process.
Complete the application
Fill out Sections I–VII of the Fleet Program Application — contact info, broker info (if applicable), authorization selections, signature with notary acknowledgment, and your vehicle plate list.
Submit to DOF
Email the completed application to FleetRental@finance.nyc.gov, or mail it to NYC Department of Finance, Attn: Fleet Program, 59 Maiden Lane, 20th Floor, New York, NY 10038.
Respond to the DOF bill
DOF will send a bill listing your outstanding summonses. You have 30 days from the date of the bill to resolve them — pay, complete hearings, or enroll in payment plans.
Receive enrollment confirmation and weekly reports
Once eligible, you'll get access to the online fleet portal and start receiving weekly electronic reports listing new and outstanding violations.

Enrollment Terms Fleets Should Know Before Signing
The Fleet Program Enrollment Agreement includes a handful of rules fleet managers should understand up front. These are drawn directly from the enrollment agreement packaged with the initial application. Source: Fleet Program Initial Application.
60-day response window
Every summons must be paid or have a hearing scheduled and completed within 60 days of its system-entry date — otherwise it defaults.
$350 default judgment threshold
A default judgment greater than $350 will result in removal from the program, towing, and suspension of the vehicle's DMV registration.
5 open judgments in 12 months
If a vehicle accumulates 5 open judgments within any 12-month period, its New York DMV registration may be suspended.
Voluntary — 10 days to cancel
Enrollment is voluntary and either party may terminate at any time. Cancellation becomes effective 10 days after DOF receives written notice.
Broker authorization
You can authorize a broker to receive reports, make payments, manage plates, or receive refunds — one responsible party per activity type.

Is the NYC Commercial Fleet Program Right for Your Operation?
The three sub-programs serve different fleet profiles. Here is a quick fit check based on how your fleet operates and whether contesting tickets is part of your compliance strategy.
Best fit: SFP
Delivery fleet
You run expeditious deliveries, most of your tickets are standard parking codes (double parking, no standing, street cleaning), and you rarely win at hearings. Stipulated fines save you money and paperwork.
Best fit: CAP
Service or pick-up fleet
You make service calls, pick-ups, or non-delivery stops. Same discount schedule as SFP — different eligibility based on business activity.
Best fit: Regular
Hearing-oriented fleet
You want consolidated online billing and weekly reports, but prefer to keep the right to contest violations. The Regular program gives you the admin benefits without the stipulated fine tradeoff.
Worth knowing before you enroll
The Stipulated Fine and Commercial Abatement Programs require waiving your right to a hearing on eligible violations. Who is eligible for the NYC Commercial Fleet Program?
Any business that owns or leases commercial vehicles in NYC is eligible for the Regular Fleet Program. The Stipulated Fine Program and Commercial Abatement Program additionally require commercial license plates and that the fleet makes deliveries (SFP) or pick-ups and service calls (CAP). All applicants must have no outstanding non-judgment debt and any judgment debt must be enrolled in a payment plan.
How much can I save with the Stipulated Fine Program?
Savings vary by violation code. The current fee schedule includes discounts from as little as 0% (codes like fire hydrant and bike lane stay full price) to a full $95 waiver on No Standing Except Truck Loading (code 16). Commonly issued codes like Double Parking (code 46) drop from $115 to $65, and No Parking Day/Time Limits (code 20) drops from $60 to $25.
Can I still contest tickets in the Stipulated Fine Program?
No. Enrolling in SFP or CAP means waiving your right to a hearing on eligible violations in exchange for the discounted Program Timely Payment Rate. However, camera violations like red light camera, speed camera, and bus lane violations do not receive a stipulated fine discount — those fines remain the same whether you're enrolled or not.
