Online

Submit through nyc.gov or the NYC Pay or Dispute app. Decision emailed within approximately 3 weeks.

By Mail

Written defense packet sent to Hearing By Mail Unit (P.O. Box 29021, Brooklyn, NY 11202-9021). Same approximately 3 week decision timeline.

In Person

Five NYC Finance Business Centers (one per borough). Immediate decision from an Administrative Law Judge. Most effective for complex cases.

Mobile App

Which NYC Parking Ticket Defense Strategies Actually Work?

Not every defense is created equal. These are the strategies with documented success in NYC parking adjudication hearings.

1. Defective ticket / missing required elements

State law requires dismissal if the ticket is incomplete, illegible, or has missing information (wrong plate, missing meter number, wrong vehicle make).

2. Five-minute grace period

NYC law provides 5 minutes after meter expiration AND after alternate-side parking time ends. Tickets issued within this window must be dismissed.

3. Missing or obscured signage

Photos proving signs were missing, blocked by trees, or contradictory. The city must provide proper notice.

4. Broken meter

If the meter was broken and you attempted payment at a nearby meter. Document the broken meter with photos.

5. Vehicle was elsewhere

What NYC Parking Ticket Strategies Are Available for Commercial Fleets?

Commercial fleets have access to dedicated programs and representation options that individual motorists do not.

DOF Fleet Programs

NYC DOF offers three tracks for commercial fleets:

Regular Fleet: Full hearing rights for all violations.

Stipulated Fine: Reduced fines in exchange for waiving hearing rights. Designed for delivery businesses.

Commercial Abatement: Reduced fines for service businesses.

Enrollment provides weekly violation reports and online portal access.

Authorized Representatives (Brokers)

Authorized representatives (brokers) can represent fleets at hearings. They must register with DOF and obtain notarized authorization from each client.

Broker hearings are by appointment only at the Centralized Adjudication Unit (CAU).

Which NYC Parking Ticket Defenses Do Not Work?

These defenses are commonly attempted and almost always fail. Save your time and avoid these arguments.

"I was only gone for a minute"

Unless you were within the 5-minute grace period, this is not a defense.

"The officer was wrong" without evidence

You need photos, GPS, or other documentation. An unsupported claim is not enough.

"I did not see the sign"

Ignorance of posted signs is not a valid defense.

"Someone else was driving"

Parking tickets attach to the owner, not the driver. Camera violations are strict owner liability.

"I have a rental contract saying the renter is responsible"

Contractual agreements do not override city liability. You must use the DOF Rental Program for formal transfer.
