Also known as: Vehicle & Traffic Law 239, VTL § 239, Section 239
What is a VTL 239?
VTL 239 (Vehicle & Traffic Law Section 239) is the New York State statute that allows vehicle owners to transfer liability for parking and camera violations to the person or company leasing the vehicle at the time of the infraction.
This is the legal foundation for how Amazon DSPs and other rental fleet operators manage violation responsibility. Without VTL 239, the registered owner (the leasing company) would be liable for every ticket — even those incurred by a lessee. With a valid VTL 239 filing, the lessee becomes responsible for violations during their rental period.
For fleet operators, properly documenting rental windows (start and end dates per vehicle) is essential. Clear Plates automatically matches violations to the correct rental period using these dates, so each party only sees the tickets they're actually liable for.
