What is a Not Guilty?

Not guilty is the formal hearing verdict rendered when an adjudicator rules in favor of the respondent (the vehicle owner or their representative). A not-guilty finding results in the violation being fully dismissed — no fine is owed, and any accrued penalties are vacated.

To receive a not-guilty verdict, the respondent must present evidence or arguments that create reasonable doubt about the violation. This can be done in person at a DOF hearing location, by mail (written defense), or online through the DOF's hearing portal. Common winning strategies include photographic evidence of correct parking, proof of meter payment, or documentation of sign defects.
