DMV Hold
Also known as: registration hold, DMV registration block, registration suspension
What is a DMV Hold?
A DMV hold is a registration block imposed by the New York State Department of Motor Vehicles (DMV) when a vehicle has unpaid violation judgments. Once NYC enters a civil judgment for unpaid parking or camera violations, the judgment information is transmitted to the DMV, which places a hold on the vehicle's registration — preventing renewal until all outstanding judgments are paid in full.
DMV holds affect the vehicle, not the owner — meaning the hold travels with the registration regardless of ownership changes. If you purchase or lease a vehicle with existing judgment debt, the DMV hold will block your registration renewal. For fleet vehicles, a hold discovered at registration time can take a vehicle out of service for days or weeks while the underlying judgments are resolved. The hold is only released after payment clears and the DMV processes the release, which can take 5–10 business days.
For fleet operators, DMV holds are a downstream consequence of letting violations reach judgment status. A single vehicle with $500 in judgment debt can be grounded when its registration comes up for renewal. With dozens or hundreds of vehicles on staggered renewal cycles, unresolved judgments create a rolling risk. Clear Plates identifies judgment-status violations that could trigger DMV holds and prioritizes them for payment before registration renewal dates.
