What is an In Judgment?
"In judgment" is a violation status indicating that NYC has entered a civil judgment against the vehicle's registered owner for unpaid fines. This is the most serious pre-collection status — it means the city has a legal order to collect the debt and can pursue aggressive enforcement actions.
