What is a Placard Abuse?

Placard abuse is the illegal misuse of government-issued or official parking placards to park in restricted zones, avoid metered parking fees, or evade parking enforcement. NYC issues placards to city employees, elected officials, and certain agencies that authorize parking in otherwise restricted areas — but the widespread abuse of these placards has been a persistent enforcement challenge.

Common forms of placard abuse include using expired, forged, or unauthorized placards; displaying a placard issued to a different vehicle or person; parking in fire lanes, crosswalks, or bike lanes under the guise of official business; and using a real placard for personal errands. NYC has cracked down on placard abuse in recent years, with the Sheriff's Office conducting targeted enforcement operations and the city establishing a placard fraud hotline.
