What is a Bulk Payment?

Bulk payment is the process of paying multiple violations in a single transaction rather than handling each ticket one at a time. For fleet operators managing dozens or hundreds of outstanding violations, bulk payment dramatically reduces the administrative time spent on violation resolution.

Without bulk payment, resolving 50 violations means 50 individual trips to CityPay or the DOF payment portal — entering each summons number, verifying the amount, and processing payment separately. This can take hours of staff time and increases the risk of missed tickets. Bulk payment consolidates this into a single action: select the violations you want to pay, confirm the total, and process everything at once.

Clear Plates supports bulk payment through a payment cart where you can add multiple violations across different vehicles and pay them in one Stripe transaction. Each violation payment is individually tracked and queued for remittance to NYC through the city payment system. A flat $2 handling fee per violation covers the processing and city payment coordination.
