What is a Stipulated Fine Program?

The Stipulated Fine Program is a NYC Department of Finance initiative that allows eligible commercial fleet operators to resolve certain parking violations at a pre-negotiated, reduced fine in exchange for waiving the right to a hearing. The program is designed for high-volume commercial fleets whose operations unavoidably produce certain violation types (e.g., double parking during deliveries, loading zone violations) and for which fighting every ticket individually would be impractical.

Enrolled fleets agree in advance to pay the stipulated amount for qualifying violation codes, and in return the city streamlines their ticket processing: no hearing appearances, faster resolution, and often a reduced per-ticket amount compared to the standard fine schedule. Eligibility typically requires a minimum number of vehicles and demonstrated compliance with other regulatory requirements.
