Impound
Also known as: impounded vehicle, impoundment, vehicle impound
What is an Impound?
Impound refers to a vehicle being held at a city-operated tow pound after it has been towed for unpaid violation judgments, traffic infractions, or other enforcement actions. An impounded vehicle cannot be retrieved until the owner pays all outstanding debts, release fees, and accumulated storage charges in full.
NYC operates several tow pounds across the five boroughs managed by the NYPD and the Department of Finance. Once impounded, storage fees of $20/day begin immediately and accrue for every calendar day the vehicle remains in the pound — including weekends and holidays. The pound is typically open for pickups during limited business hours, which can extend the impound period if you miss the window.
For fleet operators, an impounded vehicle is a worst-case scenario. Beyond the direct costs (judgment balance + $136 release fee + $20/day storage + towing fee), the vehicle is completely unavailable for operations. Routes must be reassigned, customers may be impacted, and the administrative burden of navigating the release process consumes staff time. The average impound recovery in NYC costs fleets $2,000–$5,000+ when all expenses are tallied. Clear Plates helps prevent impound situations by flagging high-judgment vehicles and boot-risk status before enforcement occurs.
