NYC Clean Trucks Program
Also known as: NYCCTP, Clean Trucks NYC, diesel truck replacement program
What is a NYC Clean Trucks Program?
The NYC Clean Trucks Program is a NYC Department of Transportation initiative that offers rebates and incentives to commercial fleet operators who replace or retrofit pre-2011 diesel trucks operating in designated "overburdened" communities — typically neighborhoods in the South Bronx, Sunset Park, and parts of northern Manhattan that have historically borne the brunt of truck-related air pollution.
The program supports upgrades to newer diesel, hybrid, compressed natural gas, or fully electric trucks, and rebates can cover a substantial portion of the replacement cost depending on truck class and emissions savings. For fleet operators, the program is relevant for three reasons: it directly reduces vehicle capital costs through subsidies, it aligns with Local Law-driven emissions caps on waste haulers and other commercial operators, and it signals NYC's direction of travel — older diesel vehicles will face progressively more restricted access to parts of the city as Vision Zero and environmental-justice policies tighten.
Fleets planning truck refreshes should check Clean Trucks eligibility before buying, as the rebate can shift the economics of an upgrade meaningfully. Clear Plates does not administer the Clean Trucks rebate, but we track the violation exposure that often precipitates a truck refresh decision.
